Build the base level. Measure and cut a 6-inch by 6-inch cardboard base platform. Paint the base grey or blue. Break and glue together toothpicks to create the base platform railing. Attach the railing around the entire perimeter of the base platform. Attach additional railings in the center of the platform as necessary. Cut four 3.5-inch tall cardboard cylinders -- paper towel cylinders, for example. Paint the cylinders orange and glue them onto the bottom of the base platform.
Craft the middle platform. Measure and cut a 5-inch by 5-inch cardboard platform. Paint the platform grey or blue. Break and glue together more toothpicks to create the platform railing and attach additional railings in the center of the platform as necessary. Cut four 2-inch tall cardboard cylinders. Paint the cylinders orange and glue them onto the bottom of the underside of the platform. Carefully glue the middle platform atop the base platform.
Create the top platform. Measure and cut a 4.5-inch by 4.5-inch cardboard platform. Paint the platform grey or blue. Trace a letter "H" and draw a circle around it -- the helicopter landing area -- to the right side of the platform. Make a toothpick railing and attach it to the perimeter of the platform. Cut out a cardboard drilling tower and/or crane arm. Paint the tower or crane brown or red and glue it to the left side of the platform. Cut four 2-inch tall cardboard cylinders. Paint the cylinders orange and glue them onto the bottom of the underside of the platform. Carefully glue the top platform atop the middle platform.
