Collect all the pictures that you want to use in your comic video and put them into a single folder on your computer. This will help you keep track of them, which is especially helpful if you're dealing with a lot of pictures. If the stills are on a digital camera, download the pictures from the camera to this folder.
Start up your favorite video editing program.
Import the pictures into your editing programs. In most editing software, this can be done by going to the "File -> Import" menu. You can select multiple pictures by holding down the CTRL key (PCs) or the APPLE key (Apple). Click "Ok" when done and the pictures will be imported into your program.
Arrange the pictures on the timeline in the video editing program in the order you want them for the best comic effect. You can increase the length of a picture by dragging the end of the clip in the timeline. You can also zoom in or out on a particular picture to add to the comic effect.
Add any music you think might help create comedy. Import an mp3 or other music type of file in the same way that you did in Step 3. Place the audio clip on the audio track in your editing software. Adjust the timing of the pictures and the audio for the best comic effect.
Render the movie out to a file. In most programs, this is done by going to "File->Export". There are a number of different formats you can export to, including DVD, MiniDV tape or a multimedia file for uploading to the web.
