How do you catch a zangoose on Pokemon Emerald?

You can't catch a Zangoose in Pokémon Emerald!

Zangoose was introduced in Generation III, but only in Pokémon Ruby and Sapphire. It is not available in Pokémon Emerald.

However, you can find its counterpart, Seviper, in the Safari Zone in Emerald.
