While Envy's appearance and mannerisms can be very feminine, they are a male Homunculus. This is explicitly stated throughout the series and confirmed in the manga.
Envy's ability to change their form, including taking on a female appearance, is part of their Homunculus power and contributes to their deceptive and manipulative nature.
