The old guy only teaches you how to use the "Earthquake" move. He doesn't teach any specific Pokemon any moves, and he doesn't even appear until after you've already obtained Torterra.
If you're thinking of someone else who teaches Torterra a move, you may be mistaken. Torterra learns a variety of moves by leveling up, including some powerful ones like "Wood Hammer" and "Leaf Storm".
