Where do you get a blue Gyarados in soul silver?

You can't get a blue Gyarados in SoulSilver.

The blue Gyarados from the anime is a unique creature with a special backstory. It's not a standard color variation you can obtain in the game.

While you can catch a Gyarados in SoulSilver, it will always be its standard red color.
