Pokemon Quartz is a fan-made game based on Pokemon Ruby and Sapphire, and it doesn't feature Deoxys, which was introduced in Pokemon Emerald.
If you're looking to catch Deoxys, you'll need to play Pokemon Emerald, or one of the later games that feature it.
