Why does Claudius templesmith say the tributes are invited to a feast?

Claudius Templesmith, the Head Gamemaker in Suzanne Collins's *The Hunger Games*, does not invite the tributes to a feast. He does announce a feast at the end of the first few days in the arena, however.
