Draw several irregular cloud shapes onto cardboard with a permanent marker. Draw them in several shapes and sizes, with rounded edges.
Cut out the cloud shapes with a utility knife and punch a hole at the top of each cloud shape with a hole punch.
Cut one 6-inch length of fishing line for each cloud and tie them into hanging loops through the punched holes.
Pour white glue onto a paper plate and brush it over the cloud shapes with a paintbrush.
Loosen cotton balls by pulling them slightly apart with your fingers and press them over the glue to cover the clouds. Allow the glue to dry for about 20 minutes.
Flip the clouds over and apply a layer of glue to the back of each. Cover these sides with cotton balls the same way and allow the glue to dry. Hang the clouds by the fishing line loops.
