While Steven is a prominent character in the game, his role is primarily as the leader of the Devon Corporation and the caretaker of the ancient Pokémon, Regirock, Regice, and Registeel.
However, he does play a key role in the plot, and you will encounter him during the game. You even have a chance to battle him in a post-game event in the Battle Frontier.
