It is not true that only members of the lower classes speak in prose instead of blank verse in Shakespeare's plays. Characters of all social classes use both prose and blank verse, depending on the situation and the character's personality. For example, the king in "King Lear" speaks in both prose and blank verse, as do the noblemen and women in "Romeo and Juliet." Even the servants and other lower-class characters sometimes speak in blank verse.
