Why does Tybalt attack the Montagues in Act 1?

In William Shakespeare's Romeo and Juliet, Tybalt does not attack the Montagues in Act 1. His hostile actions towards them escalate throughout the play, but it is actually the servants of the Montague and Capulet households who start the fight in Act 1, Scene 1.
