Peeta Mellark is protected by the victors because he is a symbol of hope for the districts. He represents the fact that even in the midst of oppression, there is still the potential for kindness and compassion. He also poses a threat to the Capitol because he is a reminder of the rebellion that took place during the 74th Hunger Games.
