Is the re around jokers mouth paint or scars?

The Joker has traditionally been depicted with white skin, green hair, and red lips. Some versions of the character have also featured scars on his face, most notably in the 1989 Batman film directed by Tim Burton, in which the Joker (played by Jack Nicholson) has scars on both sides of his mouth that give him a clown-like appearance.
