Select the area you want to construct your station and transmitter tower on. It should have a reasonably clear line of sight for your broadcast area, and the transmitter you select should be able to reach that area. Design your building and check local construction codes to make sure your plans comply. When planning your transmitter, make sure to check height restrictions for freestanding structures, if you need to build a tower.
Fill out and submit Form 302-CA, the Federal Communications Commission's application to build a broadcast television station. Carefully follow all instructions before submitting the form. This will include informing the public you wish to build a television station. Pay careful attention to the engineering section. You must demonstrate your broadcast will not interfere with the signal of any other broadcasters. Interference with other broadcasters is the most likely reason an application will be rejected, so pay special attention to this area.
Construct your transmitter, and connect it to your video playback device and monitor. This should be a professional video player, called a "deck" in TV engineer slang. License content to broadcast on your station. Many older TV shows will be available for a small fee. Another good source of content are low-budget independent films, which are available for small fees. Check all content you broadcast against the FCC's broadcast regulations, to avoid complaints for your audience and fines from the FCC.
