Cut 40 rectangles of white cotton fabric that are 3 inches wide and 14 inches long.
Pair the rectangles of fabric together so that you have 20 pairs. Sandwich the pairs together, right sides touching. Pin the edges of each pair of rectangles together.
Sew the rectangle pairs together, along the edges you pinned in Step 2. Make sure your stitches are 1/2 inch away from the edges of the rectangle pairs. Leave a 3-inch wide gap open on one side of each pair.
Turn the rectangles right side out through the gaps. Sew the gaps closed.
Iron the 20 double-thickness rectangles flat.
Place the conical hat on your head. Grasp one of the rectangles by the short edge and hold it up against the inside front of the hat, so that it hangs down beside your face. Mark that spot on the hat with a pencil. Do the same on the other side of your face.
Hot glue one short end of a rectangle to the marks you made on the hat. Continue hot gluing rectangles side-by-side all around the sides and back of the hat until you run out of space.
Cut a piece of red embroidery thread or red string to 8 inches. Tie one end of the thread into a large knot.
Assemble a variety of red beads and string them onto the thread. Hot glue the opposite end of the thread to the inside of the hat, on the front right side.
