Develop the pitch of the series. This generally is a short description of what the show is about, what the storyline involves and who the targeted audience would be. For an animated series it might be helpful to draw up some storyboards (visuals from the show) or some character sketches. They can be rough, but the more information you have the better.
Contact a production office that deals with animated shows. If you're unsure of which ones, wait until the end of one of you're favorite programs and look for the name card at the end of the credits. It will tell you the name of the company (not the network or studio) that put the show together.
Ask to speak with an executive in charge of development. Recognize that many executives deal strictly with agents and managers, so don't take it personally if he chooses not to meet with you.
Pitch the show to the executive once you have a meeting. This is your moment; try to keep the person as engaged as possible. If he isn't interested, then it will be hard for him to get a TV channel interested.
