How come the country music association snubbed Conway Twitty and did not give him a solo award?

Conway Twitty did win solo CMA Awards; he won Male Vocalist of the Year twice and Album of the Year once. Additionally, Conway Twitty and Loretta Lynn won Best Vocal Duet three years in a row, from 1972 to 1974.
