- Once you have defeated the Kanto Pokémon League Champion and gained access to the National Pokédex, fly to Vermilion City.
- Go to the harbor and talk to the sailor with a Buizel. He allows the player to freely ride all over the Kanto rivers using his Buizel.
- While surfing in the rivers found around Kanto, a player may encounter Buizel there in the water.
Method 2: Safari Zone
Buizel can be found uncommonly in the Safari Zone's marsh area.
