How does the TM Recycle work in Pokemon Mystery Dungeon Time?

In Pokémon Mystery Dungeon Time, TM recycle allows items you've used up that increase certain moves (ex. Hyper beam power up) can be reused after going though a recycle process. After beating Dialga (the final boss), head down into the Dark Future of Temporal Tower. Complete missions until a special mission involving TM recycles appear. After completing it, find and talk to Gurdurr that can be found north-east corner of the 19F of Temporal Tower in Dark Future. He can recycle those used TM items but the downside is that it does cost money per recycle.
