How do you get Squirtle on Pokemon Red?

You can't get Squirtle in Pokemon Red!

In the original Pokemon Red and Blue, you only have the choice of Bulbasaur, Charmander, or Pikachu at the beginning of the game.

To get Squirtle, you would need to play Pokemon Blue.
