Why Not All Legendaries?
* Game Limitation: Colosseum focuses on the concept of Shadow Pokemon. While it features some Legendary Pokemon, it doesn't include all of them, and most are not obtainable as Shadow Pokemon.

Legendaries Available in Pokemon Colosseum:
* Raikou, Entei, and Suicune: These three can be found in the game as Shadow Pokemon. You'll need to complete the main story and defeat the Shadow Pokemon leader, Wes, to unlock their locations.
* Lugia: This powerful Legendary is found in the Shadow Pokemon's hidden base as a Shadow Pokemon. It's available after beating the main story.
* Mewtwo: This powerful Psychic-type is also a Shadow Pokemon and becomes available after beating the main story.
* Groudon and Kyogre: These powerful Pokemon are not available in the main story, but can be obtained in the post-game by using the "Colosseum Mode". This involves completing the main story and battling against other trainers online. You can then challenge a special trainer who holds Groudon or Kyogre as a Shadow Pokemon.
How to Get the Legendaries:
1. Complete the Main Story: You need to finish the game's main story before gaining access to most of the Legendary Pokemon.
2. Defeat Wes: This battle unlocks the locations for Raikou, Entei, and Suicune.
3. Find the Shadow Pokemon Base: The location of Lugia is revealed after beating Wes.
4. Colosseum Mode: You need to access "Colosseum Mode" to battle other trainers online and have the opportunity to catch Groudon and Kyogre as Shadow Pokemon.
Remember: The Legendaries you encounter are Shadow Pokemon. You'll need to purify them with the use of the "Purification Chamber" in the game.
Important Notes:
* While you can't catch all the Legendaries in Pokemon Colosseum, you can trade them from other Pokemon games like Pokemon Ruby, Sapphire, or Emerald to expand your collection.
* Some Legendaries, like Dialga, Palkia, and Giratina, are not available in Colosseum and likely will not be attainable without using special methods or trading.
