Can you get staraptor as your partner on Pokemon ranger shadows of alimia?

You cannot get Staraptor as a partner in Pokémon Ranger: Shadows of Almia.

Here's why:

* Starly and Staravia are not available in the game. The game's Pokédex only includes Pokémon from Generations I-IV, and Starly and its evolutions were introduced in Generation IV (Diamond, Pearl, and Platinum).

* Partner Pokémon are limited. You can only choose a specific set of Pokémon as partners in the game, and Starly is not one of them.
