Where can you catch herracross in Pokemon Crystal?

You can't catch Heracross in Pokemon Crystal. Heracross was introduced in Generation II, but only in Pokemon Gold and Silver. It's not available in Crystal.

If you're looking for a bug-type Pokemon in Crystal, you have other options like Scyther, Pinsir, and the various evolutions of Caterpie, Weedle, and the like.
