Ultimate Obedient Fiend negates the effects of monsters during the Battle Phase or Damage Step that are Level 5 or higher while Ultimate Obedient Fiend is also a Level 5 or higher.

Since Number 39: Utopia is Level 4 and Wind-up Zenmaines is Level 3, Ultimate Obedient Fiend cannot negate their effects during the Battle Phase or Damage Step.
