Why there was two Hokages in one time I am talking about the 3th and 4th naruto?

There were not two Hokages at the same time in that instance. The Third Hokage, Hiruzen Sarutobi, was the village leader until his death during Orochimaru's invasion shortly before the start of *Naruto* Part II. Tsunade Senju then became the Fifth Hokage.
