In a town infested by rats, the Mayor promises a large reward to anyone who can rid them of the pests. A Pied Piper arrives claiming to be able to help and begins to play his pipe, leading the rats away from the town. However, when the Mayor refuses to pay him the full amount of the reward, he leads the town's children away as well. The townspeople eventually persuade him to return the children, but he disappears without taking the reward. The town is finally free of both the rats and the Pied Piper.
