Where did Kipling write the Jungle Book?

Rudyard Kipling did not write "The Jungle Book" in a single location. He wrote it in various places, but the primary location was in Vermont, USA.

He lived in Vermont from 1892 to 1896, during which time he wrote the majority of the stories in both "The Jungle Book" and "The Second Jungle Book".

He was inspired by the Vermont landscape, particularly the forests and the animals he observed there.
