Background and Education
Grace Pulido-Tan was born in the Philippines and holds a Bachelor of Arts degree in Economics from the University of the Philippines Diliman. She then went on to pursue graduate studies in the United States, earning a Master of Arts degree in Economics from the University of California, Berkeley, and a Doctor of Philosophy (PhD) in Economics from the University of California, Los Angeles (UCLA).
Academic Career
Prior to her government service, Pulido-Tan was a professor of Economics at the University of the Philippines Diliman, where she taught courses on public finance, taxation, and economic development. She also served as a Research Fellow at the Philippine Institute for Development Studies (PIDS) and the UP School of Economics.
Government Service
Pulido-Tan began her government service in 2016 when she was appointed as the Undersecretary of the Department of Finance (DOF) under then-Finance Secretary Carlos G. Dominguez III. As Undersecretary, she played a key role in the formulation and implementation of the government's economic and fiscal policies. She was responsible for the revenue operations of the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC), as well as the management of public debt.
During her tenure at the DOF, Pulido-Tan advocated for fiscal discipline and sustainable economic growth. She worked on a number of tax reform measures, including the Comprehensive Tax Reform Program (CTRP), which aimed to simplify the tax system and make it more progressive. She was also involved in efforts to improve tax administration, reduce tax evasion, and promote trade facilitation.
Pulido-Tan left her position as Undersecretary of the DOF in 2019 to return to academia. She currently serves as a Professor at the University of the Philippines Diliman and continues to engage in research and policy discussions on economic and fiscal issues.
