Where do you get the pokeflut in soul silver?

You don't get a Pokeflute in SoulSilver! That item is specific to Pokémon Gold and Silver and is used to wake up Snorlax blocking the way to the Ilex Forest.

In SoulSilver, you can simply battle and defeat Snorlax to clear the path.
