Are mermaids and merman in The Little Mermaid naked but not wear clothes?

In the original fairy tale by Hans Christian Andersen, the little mermaid and other mermaids are described as not wearing any clothes. However, in the Disney animated film adaptation, all the mermaids and mermen are depicted wearing seashell bras for modesty.
