While wearing a face mask may muffle speech and hinder lip-reading, there is no prohibition against it. Face masks are effective personal protective equipment (PPE) to reduce the spread of disease. They create a physical barrier to limit droplet transmission which are expelled while coughing, sneezing and breathing from an infected person's nasal and oral route thereby containing infectious germs, preventing direct inhalation by others and further exposure into open environment reducing chances of spread.
