Did Shakespeare make up Marc Antony debate in his play Julius Caesar?

There is a debate in Shakespeare's Julius Caesar about whether or not Marc Antony should be allowed to speak at Caesar's funeral. However, this debate is not mentioned in any historical accounts of Caesar's assassination. Therefore, it is likely that Shakespeare made up this debate for the purposes of his play.
