Rue was killed by Marvel, a tribute from District 1.
Rue was a young tribute from District 11, and she formed a strong bond with Katniss Everdeen during the Games. Marvel, a much older and more experienced tribute, attacked Rue while she was collecting berries, and she was unable to defend herself.
