You can reach Snowpoint City by travelling north from the Valley Windworks. The route is blocked by a small group of trainers, but you can simply battle them and proceed.
Rock Smash is useful for breaking rocks and revealing hidden items, but it's not necessary to progress through the game to Snowpoint City.
