Who said the slogan garibi hatao?

The slogan "garibi hatao" (meaning "abolish poverty") was first used by the Indian National Congress in the 1971 general election campaign. It was subsequently used by various other political parties in India, and became a popular rallying cry for poverty reduction efforts in the country.
