Cut the connector in half with the hand saw. Each side of the connector will end up being the rim of either end of the pipe drum.
Cut the drum head out of the heavy fabric with the scissors. Use the large plastic bowl, which should be roughly 12 inches in diameter, to provide a circular shape for cutting.
Measure out a length of twine long enough to go around the entire circular edge of the drum head material. Cut the length of twine with the scissors, and place it around the edge of the drum head material, about 1/2 inch in from the edge. Fold the edge of the drum head material over the twine, and sew it in place, encasing the twine.
Center the drum head fabric on one end of the drum. Place one rim piece on top of the fabric and push down, securing the drum head material between the rim piece and the PVC pipe. The fabric used should be a heavy, dense fabric that can be made taut, such as leather. Use the hammer to push the rim piece down until drum head is taut. This should happen when the twine that was sewn in to the edge of the drum head fabric prevents the rim piece from being pushed down any farther.
Paint and decorate the drum as you see fit.
