How do you get amphy in soul silver?

You can't get Amphy in SoulSilver. Amphy is a Pokémon from the Pokémon Legends: Arceus game, and it was introduced in Generation VIII. SoulSilver is a Generation IV game, so it wouldn't have access to Pokémon from later generations.
