How does a piano pedel make the note quieter?

A piano pedal does not make the note quieter. The sustain pedal, also known as the damper pedal, sustains the sound of the notes that are played while the pedal is depressed. The soft pedal, also known as the una corda pedal, shifts the action so that the hammers strike fewer strings, resulting in a softer sound.
