Chao TVs are only found in the Chao Garden area, which is a separate location accessed from the main game menu. You cannot access the Chao Garden from Tiny Garden, or any other in-game location.
The Chao Garden is where you raise your Chao, and the Chao TV is used to view your Chao's progress, stats, and other information.
