Who takes over the Shire in The Return of King?

In The Return of the King, the Shire is not taken over by any outside force.

While the Shire faces significant threats and challenges, it ultimately remains free from any conquering forces:

* Saruman: Initially, Saruman's influence is felt in the Shire through his agents, the Ruffians, who attempt to exploit the Shire's resources. However, the hobbits, led by Frodo and the other Ringbearers, are ultimately able to defeat Saruman's forces and restore peace.

* The War of the Ring: The events of the War of the Ring do not directly impact the Shire, which remains largely untouched by the larger conflict.

* The Scouring of the Shire: After the War of the Ring, a group of Saruman's remaining followers, the "Sharkey" and his men, do attempt to take control of the Shire. However, this brief period of occupation is swiftly ended by the return of the hobbits, who defeat the Sharkey and restore their rightful place in the Shire.

Therefore, while the Shire faces difficulties, it does not fall under the control of any outside force. The hobbits ultimately retain their freedom and sovereignty.
