Make a slit up the side of the skirt from the bottom, measuring approximately 8 inches.
Repeat step one, going all the way around the skirt.
Use the sewing machine to hem each individual slit to itself in a tube-like shape by rolling the strip between your fingers and sewing through the middle of it. This will be a lengthy process but makes the final product look neat.
Slide one of the hemmed strips (the fringe) through the opening of a wide-gauge bead. Push the bead all the way up to where the slit ends and tie the individual fringe strip into a knot directly beneath the bead. Allow the remainder of the strip to hang freely.
Repeat step 4 with each individual fringe strip.
Attach an end of each 12-inch fabric strip to the front of the skirt. Make sure each strip is located approximately 2 inches from each side seam. They will be used to tie around the neck.
Slide the skirt up so the elastic is above your bust line and tie the strips around your neck to wear.
