How do you unlock the tanoby key?

To get the Tanoby Key you must defeat Crasher Wake in Pastoria City first. Once Crasher Wake is defeated head south of route 213 until you are stopped by two Team Galactic Grunts that block the southern gate to Fuego Ironworks.
