2. Unseal Cycling Road on Route 22. Head to Route 22 and proceed to its southwestern part, which was initially blocked by boulders. You can now clear this path using the Secret Key, granting you access to Cycling Road.
3. Navigate through Cycling Road. Along the path, you will encounter obstacles such as rocks, cyclists, and items. Utilize your bicycle to maneuver around these obstacles and move forward.
4. Obtain Waterfall from the Old Man. Once you reach the end of Cycling Road, you'll find an Old Man. Speak to him, and he'll teach your Pokémon the HM move, Waterfall.
5. Return to the Ice Path and Use Waterfall. Backtrack to the Ice Path in Johto's southwest. Locate a waterfall near the entrance, and use the move Waterfall to ascend it.
6. Proceed through the Ice Path and Victory Road. You'll now have direct access to Victory Road's entrance through the Ice Path. Traverse the path, encountering wild Pokémon, Trainers, and puzzles along the way. Upon reaching the end, you'll finally arrive at Victory Road.
7. Challenge the Elite Four and Champion Lance. Navigate through Victory Road, challenging Gym Leaders and Trainers. Eventually, you'll face off against the Indigo Plateau Elite Four, including Lorelei, Bruno, Agatha, and Lance, the Champion. Defeating them will allow you to become the new Pokémon Champion.
