Super Sonic is unlocked by:
1. Collecting all seven Chaos Emeralds. You need to find all of them throughout the game.
2. Beating the final boss in the game with all seven emeralds. This is usually the "Final Fight" with Dr. Robotnik.
Once you have done both of these things, Sonic will transform into Super Sonic after defeating the final boss.
