Who will give the thunder stone in Pokemon silver?

You actually don't get a Thunder Stone from another character in Pokemon Silver. You obtain it by finding it yourself in the Ilex Forest. It's located near the top of the forest, on a ledge you can reach by using the hidden move Cut.
