How do you obtain frenzy plant in Pokemon diamond?

You cannot obtain a Frenzy Plant in Pokémon Diamond. Frenzy Plant is a move that is exclusive to Serperior, the final evolution of Snivy, which is only available in Pokémon Black and White.
