Where do you capture dragonair in Pokemon FireRed?

You can't capture Dragonair in Pokemon FireRed. Dragonair is a Generation 1 Pokemon, and FireRed only features Pokemon from Generations 1 and 2.

Dragonair is introduced in Generation 2 (Gold, Silver, Crystal) and isn't available in FireRed.
