While Altaria can learn a wide variety of moves, its type is Dragon/Flying, which does not allow it to learn Electric-type moves naturally. It's also not possible to teach it Electric-type moves through TM's or TR's.
If you're looking for an Electric-type Pokemon, consider trying to catch one or trade for one.
