In Pokemon ruby where do you get the super rod?

You can't get the Super Rod in Pokemon Ruby. The Super Rod was introduced in Pokemon Diamond and Pearl, and later games.

In Pokemon Ruby, the strongest fishing rod you can obtain is the Old Rod. You can find it by defeating the Elite Four and becoming the Pokemon League Champion.
